Description
The Bank of England (“the Bank”) is tendering for a solution to meet the data collection requirements of its ‘One Bank Data Architecture’ (OBDA) programme.

The successful supplier will need to supply and implement a solution to support the end-to-end process for data collection as defined in this document. In summary this includes:
• Enabling firms to submit data to the Bank robustly and securely in a number of structured and unstructured standardised data formats via web forms, file upload and web services
• Supporting the administration, scheduling and workflow for a large number of different data collections of varying size, complexity and business processes
• Supporting automatic and manual business validation and plausibility checking by applying rules that can be defined by distinct business areas
• Managing the processing of submitted data through various states before being passed to downstream processes
• Allowing data received for a given data collection to be viewed as supplied in template format
• Supporting notifications to internal and external parties for status updates and validation messages
• Supporting secure and effective transfer of data to third parties outside the Bank
• Integrating and communicating with other internal systems as required

The solution will need to eventually support the Bank's data governance processes, particularly because it will be one of the primary entry points for data into the Bank and will also need to work with other parts of the OBDA such as Master Data Management and Data Storage systems. It will also need to provide the ability to integrate with other tools that may form part of the One Bank Data Collection platform and other systems that form part of OBDA. The solution may need to use reference data and meta data sources.

The data collection platform will provide the operational heart for all of the Bank's production data collection needs and as such will need to provide a user friendly experience plus the comprehensive set of features described further on in the document.

The Bank is looking for an enterprise-wide solution that enables the Bank to meet current and future requirements including those arising from changes to financial regulation. It is also looking for a solution that would enable a more federated approach to data collection that the Bank’s Chief Data Office could oversee centrally. With this in mind and in assessing data collection solutions, the Bank is interested to evaluate what ‘self-service’ features the solution could provide.
