Description
Local authorities are expected to have arrangements in place to track and monitor young people’s participation in education, employment and training up to age 19 (and to 25 for young people with learning difficulties and disabilities). The Education and Skills Act 2008 legislated to raise the age of compulsory participation in education or training until at least 18 by 2015 and until the end of the year in which young people turn 17 in 2013 – this is known as Raising the Participation Age (RPA). Local Authorities are responsible for ensuring that young people in their area participate and that there is support for young people to overcome barriers to engagement. St Helens are seeking to procure a Tracking and Monitoring Service that will need to fulfil the DfE requirements and to be fully operational from 1st February 2020. In order to provide the optimum service, there must be strong mechanisms in place for recording and reporting post-16 learning destinations of young people aged 16-19. A Client Caseload Information System (CCIS) will provide the Council with the means of recording such activities as well helping to target resources towards those young people who are not engaged in education, employment or training (NEET) and those young people within vulnerable groups. The service provider will undertake the Management Information and Post 16 tracking Service and provide timely reports to the council and to the Department for Education in line with the statutory duties. St Helens Council wishes to award a contract for 36 months with a possible option to extend for a further 2 x 12 months dependent on service performance. Please note that this service will run separately but alongside the Young Persons Engagement Service which is being tendered at the same time as this tender. These two services will need to interact effectively during the 36 month contract duration
The Invitation To Tender (“ITT”) sets out the instructions for the tender process and the tender evaluation criteria for the ITT stage of the procurement process. The ITT has been produced to allow the Council to evaluate the most economically advantageous. The Council will score each Bidder’s response against the criteria set out in the ITT.
No tender documents will be sent to you – you need to navigate to the “my opportunities” section and download the documents from the Chest website. If you have any questions regarding this opportunity please post them on the “discussions” facility on the Chest. Messages sent outside of the Chest will not be responded to. ALL SUBMISSIONS MUST BE SENT THROUGH THE CHEST. Submissions sent via any other method will not be accepted. Please ensure that you leave enough time to upload your documents before the closing date/time, late submissions may not be accepted
