Main contract details
Pendle is situated in East Lancashire about 25 miles to the North of Manchester. The Borough covers 64 square miles and has a population of almost 91,000 residing within the 40,120 registered properties within the Borough. Pendle has a mix of urban and rural locations and has 5 towns, these being, Nelson, Colne, Brierfield and Barnoldswick and Earby which create the border to neighbouring Craven District Council and Ribble Valley Council.
Environmental services provide a mixture of services including both commercial and domestic waste collections, street cleansing, and landscape maintenance services across the Boroughs parks, cemeteries and sports pitches.
The Waste Management departments are responsible for the delivery of commercial waste collections, domestic refuse and recycling collections and the Council’s subscribed garden waste collection services.
The service may incorporate other activities such as container, wheeled bin and bag deliveries or collections and bin washing and dismantling
Additionally both Council’s deliver a street cleansing services which includes both mechanical and manual street cleansing activities, the removal of flytipped waste and the emptying of litter and dog waste bins. Pendle Borough Council also delivers Landscape Maintenance Services across its Borough duties include preparation of sports grounds, maintenance of parkland, and upkeep of cemeteries and undertaking duties linked bereavement services
Approximately 120 full time operatives are employed by the Council to deliver these services. The split being 75 Pendle and 45 Craven
The service in Craven covers remote areas of the Yorkshire Dales in the north and the towns of Ingleton, Settle, Crosshills and Skipton.
The service in Pendle covers the larger towns of Barnoldswick, Barrowford, Brierfield, Colne, Earby and Nelson and their surrounding villages
Requirements
In order to maintain service provision when permanent staff are absent (e.g. Leave, sickness) or during times of peak seasonal demand or due to additional work being undertaken, the Council engages temporary employees provided by a suitable contracted agency(The Supplier).
Both Craven District Council and Pendle Borough Council are seeking to appoint suitable recruitment agencies (The Suppliers) who will be responsible for providing driver labourers, cleansing operatives and grounds maintenance staff.
The main requirements of the contract will be provision of
• A managed service with dedicated contact
• Provision of suitably trained staff to deliver the role required
• Provision of staff often at short notice and typically in the early morning (6.30 am onwards)
• Provide appropriate PPE
