The London Borough of Sutton Children’s Trust Board has set a vision aimed at ensuring that:
“Children and young people in Sutton are happy, safe and healthy within resilient families and for them to grow up with the skills, knowledge and attributes they will need to be confident, independent and ready for adult life.”
As Corporate Parent, Sutton Council needs to ensure children are safe, happy and have the best possible outcomes, as any other parent would look to provide for their child.

For many of the children and young people in our care, a placement with a Foster Family is the best way this can be achieved.

Sutton Council is committed to ensuring that when a fostering home is required, children and young people have a wide range of options to meet their needs and are only accessing the highest quality services.

The London Borough of Sutton (herein referred to as Sutton Council) wish to commission a marketing and foster care recruitment service for the recruitment of foster carers for the in-house fostering service.

The aim of this contract is to increase the awareness of fostering in the borough and to recruit high quality carers for Sutton Council’s in-house fostering service. To achieve this, the contract will be made up of two service areas:

- Awareness campaign - The aim is to increase the awareness in the borough of fostering for Sutton.

-Targeted engagement and assessment - To continue to raise the profile and provide information on fostering to residents and to lead on the assessments of applicants, inline with all legislation.

Organisations are able to tender to deliver one or both of the above services. This will be through:
- Lot 1 - Awareness campaign
- Lot 2 - Targeted engagement and assessment
- Lot 3 - Awareness campaign and targeted engagement and assessment

Organisations may tender for one, two or all three lots. The highest scores from Lot 1 and Lot 2 will be added together to create a total score (100%). Lot 3 total score will count for 100%. However, the
Council will only be appointing to Lot 1 and Lot 2 or Lot 3. The decision to appoint to Lot 1 and 2 or Lot 3, will be based on the highest score. For example, if the combined score of tenderers for Lot 1
and 2 equate to a higher than that of the highest tenderer for Lot 3, then Lot 1 and Lot 2 will be successful. If the highest tender for Lot 3 exceeds the combined highest score for Lot 1 and Lot 2, then the highest scoring tenderer for Lot 3 will be successful.
