Description
Rushmoor Borough Council ('the council') is inviting tenders from suitably qualified and experienced Operators to manage Parks Tennis provision for 8 courts at the following sites:

• Cove Green Recreation Ground, Prospect Road, Farnborough, Hampshire, GU14 0EE (3 courts)
• Rectory Road Recreation Ground, Priory Street, Farnborough, Hampshire, GU14 7HX (2 courts)
• Manor Park, High Street, Aldershot, Hampshire GU12 4JU (3 courts)

Rushmoor Borough Council has entered into a funding agreement with The Lawn Tennis Association (LTA) under its Park Tennis Investment Programme, turning older park courts (free to use) into top quality branded facilities with electronic remote coded access gates for bookable play.

The sites are not flood lit with opening in winter months from 9am - dusk and 8am - dusk in the summer months.
The council is targeting to have secured an operator via this procurement process by 26th April 2024.

The Council is targeting opening of the sites and commencement of services on Friday 3rd May 2024. The initial contract term will be for 5 years with possibility of extending the term by a further 10 years to a maximum total term of 15 years in increments to be agreed, subject to the agreement and performance of both parties.

The annual estimated value of the Contract in respect of turnover using LTA modelled projections, are that anticipated income from 'Annual Passes' and 'Pay and Play' sales for tennis sessions run from the three sites could generate approx. £16,000 turnover per annum from year 3 onwards once demand has matured. This figure is exclusive of any inflationary increases that are likely to apply. Please refer to a copy of the LTA modelling document in the procurement documents.

The council will administrate the procurement process using its e-sourcing system ProContract/SEBP which will be used for:
• Access to and issue of procurement information & documentation
• Pre-tender submission clarification requests and response
• Tender submission
• Tender opening & access to responses
• Post-tender submission clarification requests and response
• Award decision notification & feedback

The Council aims to conclude the procurement under the following timescale -
1 Procurement documents available on Southeast Business Portal (SEBP) /ITT Publication - Friday 22nd March 2024
2 Deadline for requests for clarification - Thursday 4th April 2024 by 23:59
3 Tender return deadline - Wednesday 10th April 15:00
4 Notification of award - Friday 26th April
5 Mobilisation / Start of Contract - Friday 3rd May 2024
