Gloucestershire Entrenched Homeless Social Impact Bond (SIB)
10am – 1pm Wednesday 22nd March 2017, Gloucester Guildhall
The Gloucestershire Consortium of 6 district councils, Gloucestershire County Council, and Gloucestershire Clinical Commissioning Group (led by Gloucester City Council) invite interested parties (both potential service providers, and potential social investors) to attend a Market Engagement Event on Wednesday 22nd March 2017 at Gloucester Guildhall, 23 Eastgate Street, Gloucester, GL1 1NS from 10.00am – 1.00pm
The event will introduce an innovative new project, to be commissioned soon, to improve outcomes related to access and sustainment of accommodation, healthcare, training, etc., for entrenched rough sleepers and repeat users of homeless services. The service will provide support to a fixed cohort of service users, with expectation to develop innovative practice such as approximation of ‘Housing First’ methodology. This is one of 8 Social Impact Bonds across England recently approved by the Department of Communities and Local Government, with total available underwritten funding (payments by result) of £990,000 over 4 years. The event will be an opportunity to hear from Rosanne Diaz, Rough Sleeping and Single Homelessness Lead at DCLG, about the entrenched homeless SIB programme in general; from Gloucestershire commissioners about the local context and tender process; to ask questions; to contribute views and feedback; and for potential providers and a range of social investors to meet and begin discussions regarding potential social investment.
The format for the event will include:
1. Welcome and introductions
2. Overview of the Entrenched Homeless SIB programme, to include outcome rates – DCLG Rough Sleeping and Single Homelessness Lead
3. Overview of Gloucestershire homelessness context and pathways – Gloucestershire commissioners
4. The tender process and timetable
5. Your opportunity to contribute specific feedback on the proposed model, including any concerns about barriers to delivery, and suggestions as to how to ensure countywide coverage, or to facilitate accommodation along Housing First principles
6. Any questions
7. Opportunity for networking between potential providers and investors
