The aim will be to facilitate opportunities for collaborative working between schools in order to review and strengthen their approaches to the inclusion of pupils with Special Educational Needs and/or Disabilities (SEND). The long-term aims of the service will be to improve a range of educational, emotional and social wellbeing outcomes for children and young people with SEND in participating mainstream schools, through providing targeted development opportunities for school leaders that will in turn influence the culture and practices of schools. The service model will bring together three interconnected strands of activity which will together enable a school-to-school support network, focussed on inclusion: &bull; A model for Inclusion Peer Review Clusters. &bull; Design and delivery of Leadership of Inclusion Development Programmes for school leaders. &bull; Training and deployment of 10 x local Inclusion Leaders of Education (ILEs) to facilitate the Clusters and support peer review activity. It is KCC's intention to award the contract for up to 3 years, to begin in September 2021. The maximum contract value over the contract lifetime will be &pound;800,000. The procurement process is being conducted in accordance with the Light Touch Regime as it involves the purchase of educational and training services which are included in Schedule 3 of The Public Contracts Regulations 2015. This is therefore a bespoke procurement process, that has been tailored to meet the specific requirements of the Inclusion Leadership Service, and full details are set out in the Invitation to Tender document. Tenderers are asked to return their initial tenders as detailed in the Invitation to Tender by 12.00 (midday) on the 29th April 2021. ">

<p>Kent County Council is looking to invite tenders for the new service, Together with Parents, during the <strong>week commencing 22 November 2021</strong>.&nbsp; If you are intending to bid as a consortium for this new service, this is the Prior Information Notice (PIN) to prepare for this.&nbsp; If you wish to share your contact details with all other organisations expressing an interest in this opportunity, please request this via the portal.</p>
<p>The new service will offer robust and consistent support to parents and carers whose child has either received a diagnosis, awaiting diagnosis, or considering a referral to the Neurodevelopmental (ND) Pathway.&nbsp; The scope of the new service will offer a range of options, facilitated with lived experience, that can be delivered in addition to services currently on offer across the County.&nbsp;</p>
<p>The model will be delivered in two phases:</p>
<p><strong>Phase One </strong>- Provision will focus on supporting all<strong> </strong>those parents and carers of children and young people currently on the Neurodevelopmental Pathway in receipt of an Integrated Children&rsquo;s Service intervention (either Social Care or Early Help).&nbsp;</p>
<p><strong>Phase Two - </strong>will extend eligibility to all families that are either on the Neurodevelopmental Pathway or are being considered for a referral onto the pathway</p>
<p><strong>It is proposed the service will be delivered in two Lots: </strong></p>
<p><strong>Lot 1 &ndash; North &amp; West Kent, </strong>(Dartford, Gravesham, Sevenoaks, Swale, Maidstone, Tonbridge &amp; Malling and Tunbridge Wells)</p>
<p><strong>Lot 2 &ndash; South &amp; East Kent</strong> (Ashford, Canterbury, Dover, Folkestone &amp; Hythe, Thanet)</p>
