SC18025 Free Condom Programme For Young People Throughout Kent

The Council is responsible for commissioning sexual health services in Kent and is seeking to procure a Kent wide condom distribution scheme which is accessible online and across venues and outlets in Kent. This programme will be accessible for free to people up to the age of 25 years of age, and will support the most vulnerable young people’s sexual health. Providers would need to comply fully with GDPR regulations and the Information Governance requirements outlined in the tender documentation.
The platform for the online access will be www.kent.gov.uk/sexualhealth. The site will be mobile phone friendly and will be available and accessible 24/7. (Kent County Council would not expect enquiries or product requests to be dealt with outside of core working hours but an automated response process via the website should be available). The Provider will ensure the confidentiality of service users and their right to privacy is respected.
We want this programme to have a strong brand that resonates with young people and providers will need to ensure the scheme continues to be well used should rebranding be required. We want this programme to provide young people with the means and motivation to be and stay sexually healthy and for professionals offering the scheme to be confident and competent.
The current condom programme is available via www.kent.gov.uk/sexualhealth (https://getit.org.uk/.) Alongside the online element, this programme administers 35 registration sites and 30 distribution/pickup sites. Year 2017/18 yielded over 16,000 new registrations and over 113,000 condoms were distributed.
The Provider will ensure a robust pathway to the current Kent online STI testing service and enable clients who may be at risk of chlamydia and other STIs to access the online services.
The Council's Strategic Commissioning team commissions a county-wide Integrated Sexual Health Service. This service is currently provided by both Maidstone and Tunbridge Wells NHS Trust and Kent Community Health NHS Foundation Trust.The provider will work in collaboration with and independently of the Integrated Sexual Health Services
The value of this contract will be £1,818,360
The contract length will be 3 years with two possible further extensions of 3 years.
The contract value is composed of both a fixed and variable element, no guarantee is made for the total value of the contract as the variable element is a demand led service and therefore the amount may exceed the stated contract value.
