Description
Homes England’s Warwick Bar Phase 2 sites comprise approximately 7.84ha of brownfield land on the eastern edge of Digbeth, Birmingham.

The sites present an opportunity for the transformation of significant urban sites in accordance with Homes England’s strategic objectives and support Birmingham City Council and the West Midlands Combined Authority’s vision for Digbeth.

Homes England is seeking to appoint a Development Partner/s capable of delivering a high-quality, housing led mixed use creative urban scheme that integrates innovation in placemaking, helps drive regeneration and respects the area’s rich heritage and industrial context.

Warwick Bar Phase 2 will be a challenging and complex regeneration scheme to deliver due to the nature of the sites, their constraints, and the requirement to deliver space for the creative industries alongside residential development.

The purpose of this pre-market consultation questionnaire is to understand the level of interest within the market for this procurement.

The questionnaire does not form part of a formal procurement process and Homes England reserves the right to decide whether to proceed with any tendering procedures in relation to the project.

Responses to this Pre-Market Engagement exercise will not be evaluated and will not be assessed or reviewed in any subsequent procurement or tender exercise.

Potential bidders who have not participated in this exercise, or whose participation has been limited (e.g. who have submitted a partially completed questionnaire) will not be disadvantaged in any way in any subsequent procurement or tender exercise.

The deadline for your completed questionnaire is 1pm on Friday 4th September 2026.

All information provided is to be relied upon for the PME stage only and is subject to change prior to the Tender being issued.

It is currently proposed that the tender notice will be issued in October 2026, however, this date is subject to change. If the deadline for this PME has already passed, you may still submit an email to the above address to be added to the mailing list for this opportunity.
