Description
STAR Procurement is a Public Partnership (Joint Committee) created by Stockport, Trafford and Rochdale Councils and is the shared procurement service supporting each of these Councils in the procurement of its Supplies, Services and Works Contracts and Concessions.

The framework has been formally approached, for EOI for the delivery of additional domiciliary care support in relation to the current homecare pressures. In addition to the routinely commissioned domiciliary care services, Trafford Council would like to put in place a 12 month block contract of 100 hours per locality to ease the pressure on Trafford General, Salford Royal and UHSM Hospital Trusts during the 2016/17 cold snap and beyond. Trafford Council would like to commission a small number of locality based, domiciliary care agencies. The 12 month block contracts will support people home from hospital more quickly and stop them from being admitted in the first place. The purpose of this contract is to deliver additional capacity to support current pressures over the next twelve months. Trafford Council is struggling to meet demand now and we know that this situation will get worse as respiratory problems, strokes and heart attacks are all more likely to occur in cold weather. Providers must commit to sourcing additional capacity if work is guaranteed through locality based blocks. This will be achieved by one provider taking sole responsibility for a specific locality area, buddying up and trialling 7 day working. Providers believe this approach will improve recruitment and retention.
The hourly rate for this block of 100 hours per locality will be £13.98 to start from 2nd January, 2017 for a 12 month period. You must be CQC registered to apply for a block and this opportunity is open to both current framework providers of Trafford and those not currently on our framework. If you have the capacity to provide a 100 hour block after the 2nd January, 2017, this will also be considered.
To be considered for this contract we would like you to answer 2 questions. (Please see the Response document for details). Further consideration will be subject to you successfully completing commissioners further accreditation process.
