Description
<p>The Royal Borough of Greenwich is seeking to commission seven providers to deliver domiciliary homecare within the Borough. There will also be opportunities to deliver specialist homecare throughout the Borough; providing services for adults with Learning Disabilities and/or Children and young people. All providers as part of this tender will be expected to deliver CCG Tier 1 and 2 care throughout the entirety of the Borough, in addition to providing homecare within specific neighbourhoods.</p>
<p>Providers will work with Council Officers to deliver care that is strength based and outcome focused, with a strong emphasis placed on changing the way that homecare is used and delivered; with providers progressively changing, in line with Local Authority changes, throughout the life of the contract. Providers will also have the opportunity to deliver care in to one of three Extra care schemes within the Borough as well as deliver homecare to the neighbourhoods in which these schemes are located.</p>
<p>The Royal Borough intends to use framework agreement as the route for this exercise which will be for a period 4 years. However, the &nbsp;call off contracts are intended to be for 4 years with an option to extend for a further period of up to &nbsp;4-years.</p>
<p>The service is designed to bring homecare providers and the local Authority together, with an emphasis placed on joint working, skill sharing and strength based practice. Providers will need to demonstrate an understanding of outcome focused care and have a strong record of accomplishment in delivering quality homecare. For providers who wish to deliver specialist care and/or services in Extra Care housing it is expected that they can demonstrate transferable skills and understanding of the high-skill staff/team required to deliver care within the specialist specification.</p>
<p>The Royal Borough of Greenwich is committed to the payment of the London Living Wage and adherence to aspects of the Ethical Care Charter; providers will need to share this commitment and deliver on improved pay and conditions for front line care staff. The Local Authority is placing a greater emphasis on technology, its use within homecare and the opportunities that this brings to changing the way homecare is delivered and monitored. The new model of homecare includes a period of secondment within the Boroughs Reablement team; enabling the upskilling of providers workforce and skill sharing; allowing providers within the new model to set, deliver and support in goal setting and independence enhancing care and support. In addition to the tender the Royal Borough of Greenwich will also be seeking two successful providers to take part in an outcome focused pilot, working closely with a small team comprising of experts in different fields of care to support the transformation of homecare, progressively introduced, throughout the Borough. Tenderers are to note that, transfer of undertakings (Protection of Employment) i.e. TUPE will apply to this contract.</p>

<p>The Royal Borough of Greenwich will seek a total of seven providers to meet our Commissioning requirements. Tenders may be submitted for maximum number of Lots. Lots 8 and 9 are in addition to Lots 1 &ndash; 7.</p>

<p>Maximum number of lots that may be awarded to one tenderer: One. One lot which can comprise of one choice from Lot 1 &ndash; 7 and the addition of Lot 8 and/or 9.</p>
<p>&nbsp;</p>
<p>IMPORTANT NOTE : There will be two Pass/Fail questions at Section 6 (Question 6.3 and 6.4), in the Selection Questionnaire. THESE ARE MANDATORY PASS/FAIL CRITERIA Providers must have an overall CQC rating of &lsquo;Good&rsquo; or, if multiple registrations held, have 50% or above of premises registered as &lsquo;Good&rsquo;.</p>

The Royal Borough of Greenwich will award up to 3 specialist providers for Children and Young people homecare services.</p>
