Description
Cheshire East Council (CEC) is looking into the possibility of re-designing the current Housing Related Support (HRS) services and now wishes to consult with potential providers, partners and service users as part of the HRS re-design. The anticipated new contract(s) will run for 3 years (subject to continuation) and the service value is in the region of £1m per annum. It is anticipated that the new services will be delivered from 1st April 2020, and will be delivered throughout the Cheshire East region, centred around: Macclesfield in the north, Congleton in the centre, and Crewe in the south.

The proposed service re-design includes a combination of the following. These are preliminary thoughts based on feedback received to date.

Accommodation Based Service
• Emergency/ out of hours accommodation – sit up / night shelter type service with 24 hour direct access
• Care and Health – support for residents who are getting services from other agencies such as social care, health, end of life, mental health services, probation
• Complex needs – High level chaotic needing 24 hour support - not eligible for or accessing other statutory services.
• Medium needs – Not needing 24 hour support – aimed at overcoming barriers to move on – maximum 6 months unless extension agreed
• Low needs – Accommodation that can be managed with minimal support but with staff on site a couple of hours twice a day

Floating Support
• Resettlement – will meet prior to the person moving in and work with for a maximum of 6 weeks after the move
• Sustained – longer support up to 9 months

CEC is holding a market engagement event to talk about the Service Review project plan and the overall timetable. The event is an opportunity to meet with CEC officers to discuss the proposed new Service. This will assist us in refining the proposed Service, and be an opportunity for you to talk to officers from CEC’s Housing Service and Procurement Service.

The event will be held on Monday 22nd July in the morning in Sandbach at the Town Hall (arrive from 9:30, for a 10:00 start, and due to finish at 12:00). Soon after the event, details of the proposed Service re-design will be placed onto The Chest, along with information about the Procurement process and how to register interest in delivering Services. By attending the event you will have an understanding of the issues.
