Description
Islington Council seeks suitable expressions of interest from suppliers for this contract.

The council aims to create a new Family Hub at the Toffee Park site by refurbishing and extending the existing brick building, which will accommodate both Family Hub and Adventure Play services. The Family Hub will benefit from a dedicated outdoor space for the service.

The existing adventure play log cabin will be demolished which will allow for additional outdoor adventure play space.

The adjacent multi-use games area (MUGA) will be resurfaced and furnished with seating and updated equipment to appeal to a wider range of users. The boundary surrounding the MUGA will also receive treatment to enhance accessibility and inclusivity.

Transfer of Undertakings (Protection of Employment) Regulations or ‘TUPE’
Potential providers must be aware that TUPE may or may not apply. Further details will be available in the invitation to tender.

Contract period
The contract period will be up to 12 months from an estimated start date 28 January 2025.

Contract value
The estimated total value of this contract is £2.6m over the maximum 12 months. However, the council is confident the bids received will be lower than the estimated value.

Award criteria
The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is quality 60% and cost 40%. Tender submissions will be subject to minimum quality thresholds, further details will be provided in the procurement documents.

Quality 60% - Made up of the following:
• Proposed approach to social value 20%
• Proposed measures and procedures/processes to ensure the contract is delivered within budget and on time 20%
• Proposed methodology for implementing quality management procedures 15%
• Proposed approach to Health and Safety 5%

Cost 40%

Tenderers should be aware that we reserve the right to hold site visits and/or presentations and/or interviews during the tender process. Site visits and/or presentations and/or interviews will be for verification/clarification purposes of the written submission.

We reserve the right to interview leading bidders.

This contract will be procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents. Those who submit a tender and meet the minimum requirements will have their full tender, method statements and pricing evaluated.
