Description
Torbay Council, like most authorities, is experiencing unprecedented pressure on its finances and must make savings and efficiencies from its annual budget.

The Authority has considered whether or not there are different ways of delivering Library Services that represent better value for money, reduce operating costs, provide sustainability and deliver a more modern, innovative service.

In July 2016 the Authority ran a bidder event which gave organisations an opportunity to advise the Authority how the service could be improved and achieve savings.

As a result the Authority is undertaking a formal procurement exercise and seeks a Service Provider to deliver Library Services on its behalf, providing value for money and reducing the Library service budget.

This specification sets out the Authority’s requirements for its Library Service by identifying a series of outcomes and outputs and minimum performance standards.
