Description
Islington Council is reviewing its strategy for accommodation-based support for people with learning disabilities. Following this review, the Council is planning to commission a long term agreement for provision of these services from 1 January 2018.

In the interim, Islington Council invites suitable expressions of interest from suppliers for a short-term high quality accommodation-based support service for adults with learning disabilities and high support needs; including complex physical and sensory needs and non-verbal communication.

The Council anticipates there may be limited competition given the short term nature of this agreement and the significant transfer of staff implications, but is issuing an advert to act transparently to the market. No additional money is available to support the transfer of staff costs either to or from this agreement at the beginning or end of this contract. The provider will be expected to manage the transfer of staff without the support of the Council.

Current status / Background

This contract represents the re-procurement of an accommodation-based support service for a total of 12 adults with learning disabilities and high support needs. These 12 adults currently reside between two housing association-owned properties in the borough of Islington (one scheme of 8 units and one scheme of 4 units).

The requirement

The aim of the service is to provide high quality person-centred support for service users aged 18-65 with learning disabilities and high support needs to enable them to live a fulfilling life and participate meaningfully in their local community.

This contract will be split into two lots:
• Lot 1 – support provision for 8 adults with learning disabilities and high support needs, currently tenants of Anson Road
• Lot 2 – support provision for 4 adults with learning disabilities and high support needs, currently tenants of 70D Tollington Way

Providers may apply for one or both lots. Each lot will be awarded to one provider. A single provider may be awarded one or both lots.

Potential providers must be aware that significant TUPE is very likely to apply to this service. Further details will be available in the invitation to tender.

This contract is a short-term interim arrangement whilst the Council explores options relating to its long-term procurement strategy across its portfolio of accommodation-based support provision.

The contract period will be for 12 months from an estimated start date 1January 2017. The Council reserves the right to extend the contract for a limited period of time if required in order to align with the outcomes of strategic discussions. However, any extension would be very limited and only to allow sufficient time for the conclusion of establishing the new longer-term arrangements.

New, longer term arrangements will be advertised following the strategic discussions. Organisations wishing to apply for the longer term arrangements must respond to the advertisement when it is published. This advertisement is only for the 12-month interim arrangement. Applying or not applying for the short-term contract will not detract from an organisation’s ability to apply for the longer-term agreement.

The estimated cost of this contract is £850,000 over the maximum 12 months term of the contract. This contract will be split into two lots:
• Lot 1 – support provision for 8 adults with learning disabilities and high support needs, currently tenants of Anson Road (£566,500)
• Lot 2 – support provision for 4 adults with learning disabilities and high support needs, currently tenants of 70D Tollington Way (£283,500)

The maximum fixed budget for this service is £935,000. Any bids over this amount will be disqualified. This maximum fixed budget will be split into two lots:
• Lot 1 – support provision for 8 adults with learning disabilities and high support needs, currently tenants of Anson Road (£623,500)
• Lot 2 – support provision for 4 adults with learning disabilities and high support needs, currently tenants of 70D Tollington Way (£311,500).
