<p><span style="font-weight: 400;">Beddington Park has seen a significant increase in use during the pandemic. &nbsp; The central car park has a single track in / out which can often become overfull and cause gridlock with drivers not being able to exit as more drivers enter into the park. This has impacted on the surrounding residents and Police have become involved due to illegal parking and community complaints.</span></p>

<p><span style="font-weight: 400;">There are other car parks at the site and if the correct signage / barrier could be applied drivers could be redirected and the problem could be overcome.&nbsp;</span></p>

<p><span style="font-weight: 400;">The purpose of this trial will be to ascertain if sensors placed in the car parking bays could accurately report back on the number of vehicles in the car park and to then prevent a control barrier opening until sufficient vehicles leave. This will prevent the access road becoming jammed and if linked to electronic boards could additionally redirect motorists to alternative parking locations.&nbsp;</span></p>

<p><span style="font-weight: 400;">The problem is that if we control access to the park then we may have an unexpected and unwelcome consequence that being to block access to the residential properties via queuing cars. Hence opening up the dialogue with the market at this stage to hear ideas / thoughts / suggestions regarding suitable ways to address this.&nbsp;</span></p>

<p><strong><em>How could IoT assist?</em></strong></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Sensors are ideal for this type of problem as they are relatively low cost, easy to install and can be redeployed to other hot spots around the borough.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">We are looking for sensors combined with ML / Ai to monitor traffic volumes, parking times and when cars leave.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Ability to link to some form of physical device that could prevent vehicles entering until vehicles leave</span></li>
</ul>

<p><strong><em>Requirements of bidders:</em></strong></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">To provide options / ideas / thoughts and suggestions for a solution that can deliver coverage to the park</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Ease of installation i.e. sensors that can be installed via a MEWP or similar devices onto lampposts or other fixed installation points.&nbsp; Or any prerequisites that are required to implement a solution</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Connectivity - bidders to state their preferred method of providing real-time feed and all costs to be factored into their submission. For the benefit of bidders, the Authority is using a combination of 4G and NB-IoT for other trials.</span></li>
</ul>

<p><span style="font-weight: 400;">The London Borough of Sutton (LBS) is seeking expressions of interest from interested organisations for the above services and / or goods.</span></p>

<p><span style="font-weight: 400;">The Council will not be liable for the lack of delegated access within the organisation.&nbsp; They will also not send any documentation regarding the opportunity, which shall be exclusively available through the portal.</span></p>
