<p>Dear Sirs / Madam Project: Bury Market &ndash; Installation of 3 New Lifts Project Number: 19611 Bury Architectural Services are seeking competitive tenders from competent and experienced contractors to deliver the above scheme. To this end I enclose the following documentation for your consideration. Doc A Tender Invitation Letter Doc B Preliminaries Doc C Specification Doc D Warranty Doc E Tender Return Forms Doc F Form of Bond Doc G Form of Tender Doc H Contractors Questionnaire Doc I Contractors Social Value Doc J Pre Construction H&amp;S Plan Doc Z Schedule of Amendments Only contractors with an office / yard within a travel distance of one hour will be considered for this tender because of call out purposes involved with it. All tendering contractors are to have an office /workshop base located no more than one hour away for the purpose of emergency call-outs. N.B The contractor&rsquo;s office administration centre / workshop is not to be a postal box address. The local authority will be (if required) permitted to verify the validity of contractors office /workshop premises prior to the contractor being appointed and the travelling time distance to the site. Note that the contractors Social Value submission shall accrue no cost to the tender figure. SV submissions shall be evaluated at 5% across tender submissions. COVID-19 : The current the situation in the country is affecting and influencing both companies and the procurement of work by client&rsquo;s in terms of social isolation, distancing and working plus the supply chain. Even the procurement of the works could be affected by the current situation in regard to contract site visits to view the works &amp; access. The LA would hope that the extensive tender documentation provided would assist contractors to price the works without spending excessive time on site. Contractors should note that work must be carried out in line with Covid 19 Operating Procedures V3 document which is included in the tender. The Market Hall is currently open as follows: Non Market Days are Monday, Tuesday, Thursday we are open from 9am to 12 noon for servicing only, so these days would potentially be the best days for a site visit. Market days are Wednesday, Friday and Saturday open from 8am to 5pm. Please contact Yasmin Ullah 07778159267 to arrange site visits. APPENDIX A - SCHEDULE OF AMENDMENTS Queries raised on the CHEST message board will be considered and incorporated into this section as they arise and incorporated into the contract where applicable. APPENDIX B - INSTRUCTIONS TO TENDERERS 1. Your tender submission shall comprise the Tender Form and the Contractors Social Value Submission only (doc G &amp; I) and must be submitted via the CHEST no later than 12 noon on Friday 1st October 2021. Your tender submission must not be made by any other method. Tenders received after this time will not be considered. 2. If documentation other than that listed above is submitted as part of the tender, eg a covering letter, the tender submission could be deemed inadmissible and may be disqualified. 3. Tender bids returned after the tender return date / time will not be considered 4. For tenders to be able to be considered, the tenderers must only submit the following documents as part of the tender submission : a. Fully completed Form of Tender. b. The Fully completed Contractors Social Value Submission. 5. Provisional sums have been included in the Specification. Provisional sums from the Contractor will not be allowed in the tender sum. 6. The Contract period is for 32 working weeks. This period will not be negotiable prior to contract documents being drawn up. 7. Where products / specialist sub contractors are named or given as preferred in the Employer&rsquo;s Requirements, the tenderers are required to include in the tender for sourcing the named product or using the named sub contractor. Should the tenderer be unable to comply with this requirement, notice should be given to the Employer within 1 week of the tender issue date, stating the reasons and offering an alternative product / sub contractor. Should the Employer accept the reason for the change and also the alternative offered, all tenderers will be informed of the new alternative product / sub contractor. Any proposed changes by tenderers notified after 1 week of the tender issue date, will not be considered. The above requirement is essential to control parameters and ensure that the delivery of the programme is not jeopardised. 8. The Employer is not bound to accept the lowest or any tender submitted and will not be liable for any costs incurred by tenderers : a. In compiling the tender or b. In incurring any other costs in connection with this tender 9. A fully priced Summary of Prices/Daywork and Variation Rates along with a completed Contractor Questionnaire and Programme shall be provided by a tenderer within 3 working days of a request by the Employer 10. Discrepancies or conflicting information within the Tender Documents should be communicated to the Employer at least 7 days before the return of tenders. It may prove difficult to accommodate or resolve matters raised after this timeframe. 11. Should any discrepancies, anomalies or conflicting information be found between documents comprising the Specification after tenders are returned, the following precedence hierarchy will apply to ascertain what has been priced for in the tender : a. Specification b. Drawings c. Pre-Contract Health &amp; Safety Information d. All other documents. 12. Please acknowledge receipt of this letter and enclosures and confirm your willingness to submit a tender in accordance with these instructions by using the intention to respond button within the CHEST system. Alternatively if you decided not to respond we would appreciate if you could use the opt out button, stating why you have decided to withdraw from the tender. 13. Any queries or clarifications must be made via the CHEST system. 14. It shall be the contractor&rsquo;s responsibility to arrange site visits in association with the named representative.
