Description:
The Council is tendering for buildings and support services and is seeking good quality buildings and innovative models of service delivery which will deliver the requirements of the service being sought. Efficient and effective support provision that will enable individuals with a broad range of need to develop the life skills required to maintain their independence within the community is also being sought.
The Council welcomes bids from providers which demonstrate a commitment to delivering innovative and imaginative, flexible support and safe and welcoming accommodation that are responsive to the unique and changing needs of individuals with learning disability.
The key requirements of the specification include :
• The provision of buildings where service users can reside and support services can be delivered. It is anticipated that the buildings will be able to provide:
- Lot A – 10 bed spaces of shared accommodation in two buildings.
- Lot B – 15 units of 1 bed self-contained accommodation in two buildings.
• Supporting people towards independence to enable them to develop the life skills to live independently in less supported accommodation at a time and pace that suits the individual;
• The provision of support that can respond to a broad range of support needs within a service that is available 24 hours a day 7 days a week;
• Ensuring a minimum of 1 staff is on shift during the core hours of 8am to 10pm;
• Ability to provide a night support services between 10pm and 8am;
• The ability to provide personalised support to individuals according to their needs in addition to the core service;
• Effective team leadership and competency in securing clinical confidence in both services;
• The ability to support the delivery of the Adult Learning Disability Strategy 2017-2020;
• Ability to adopt a strengths based and Positive Behavioural Support approach to service users residing in support services in Lots A and B;
• Ability to commence the new contract from September 2018.
If the building is not owned by the bidding organisation a Management Agreement or Service Level Agreement which has been agreed in principle will need to be submitted alongside the tender documents.
The Council is committed to improving the quality of life for both residents and businesses within Tower Hamlets. In line with The Public Services (Social Value) Act 2012 the authority will consider how this procurement might improve the economic, social and environmental well-being of the relevant area. In order to achieve this, it is our objective to work with existing and future contractors to secure an appropriate level of community benefits through the procurement process. Detailed guidance and minimum levels of the economic and community benefit applicable to this tender will be available within the tender documentation.
A bidder’s event will be held on 5th June 2018, further details regarding the venue will be posted up on the portal.
The anticipated contract start date is: September 2018.
The total value of the Contract for the total 3 year term is a maximum of:
AHS5144A Lot A - £941,575
AHS5141A Lot B - £606,690
Please note that bids above this value will be deemed non compliant and will not be accepted.
For a period of: 2 years with continued building availability a key factor in a further extension of one year (2+1)
Organisations wishing to express their interest are requested to register on the London Tenders Portal (www.londontenders.org) where the tender documentation will be available for download. You may be required to complete a Pre-Qualification Questionnaire (PQQ).
Organisations must ensure that access to the system is available to their representatives dealing with the contract. The council will not be liable for the lack of delegated access within the organisation and will not send any documentation regarding the contract, which shall be exclusively available through the portal.
Tenderers are responsible for allowing sufficient time to submit their ITT/PQQ. The Council accepts no liability whatsoever for ITT/PQQs that are not submitted due to internet connectivity issues, transmission delays or errors.
