<p>1.1 Luton Borough Council is looking to engage qualified organisations to submit a quotation for the Provision of Services : Health Advice and Community Support Service (HACSS) otherwise known as &lsquo; Health Watch &rsquo; 1.2 This procurement is subject to PCR15 , Public Contract Regulation 2015, Light Touch Regime rules, and as such the Council is following a below FTS threshold Request For Quotation (with Evaluation) bidding process i.e. an advert is published on the Council&rsquo;s e Commerce Platform as arranged by Proactis , Pro Contract &lsquo; Due North &lsquo; and also on Contract Finder. Any suppliers wishing to bid for this work within a 30 day return period, need to register for free via the Proactis Due North website to receive the tender documents. Please note the return date can only be extended by the Council with good reason to do so, those suppliers not seeing advert until late, should bid on the understanding that they will have less time to prepare. 1.3 Established following the Health and Social Care Act 2012, a local organisation, of the following service, will become the local consumer champion for patients, service users and the public, covering both health and social care. The Provider will be a member of the statutory committee of the independent regulator the Care Quality Commission (CQC). 1.3 The legislation sets out the role of the Provider which includes the following: &bull; The Provider will provide citizens with general advice and assistance in the arrangements of and carrying out of the statutory activities. &bull; Making recommendations of a general nature to local authorities about the making of arrangements of the statutory activities. &bull; Giving written notice, opinion to local authorities where they have concern that the statutory activities are not being carried on properly. &bull; Providing information and advice on the views of the people in relation to health or social care services and their views on improving local standards to: ? The Secretary of State ? The NHS Commissioning Board ? NHS Improvement ? English Local Authorities ? Care Quality Commission Granting a licence to Local Healthwatch organisation for the authorised use of the Healthwatch trademark.</p>
