Best Start Lincolnshire Services
Main contract details
<p>Both Best Start Lincolnshire services are an integral part of the Council’s offer to Lincolnshire children in their early years. Both services shall also work as part of an integrated early years team alongside professionals within the Council’s wider early years services and alongside each other. This shall also include partnership working with other relevant health and commissioned early years services.</p>
<p><u>Lot One: Best Start Lincolnshire: Early Years and Family Service </u></p>
<p>The Service shall provide high-quality educational and fun sessions for children in their early years and their families to access. These sessions will support child development, early learning, positive health outcomes and positive parenting, including emotional literacy. Delivery shall be from the Council’s 48 children’s centres (plus two non-designated sites) and community-based outreach venues (including outdoor locations). </p>
<p>The Service shall offer a core menu of fully inclusive universal early education sessions that shall be available across the county. Sessions must empower parents/carers to be their child’s first educator, to provide children with a healthy lifestyle and support them to understand and normalise their child’s emotions and behaviours at key developmental stages. </p>
<p>The Service shall also offer more targeted sessions tailored to meet the needs of local communities. The planning of which sessions will be run in which area will be coordinated and agreed with the Customer. </p>
<p><u>Lot Two: Best Start Lincolnshire: Inclusion Service for ethnic minority children in their early years and their families</u></p>
<p>The Service shall support vulnerable and hard to reach ethnic minority families with children in their early years to access the Best Start Lincolnshire Early Years and Family Service and other relevant services in their local community that will support their child’s health, wellbeing, and development. Support may be provided through targeted groups activities, co-delivery of activities with other partners and time-limited intensive one-to-one support, which may also include home visiting.</p>
<p>The Service shall provide translation support for ethnic minority families from Russia, Latvia, Poland, Lithuania, Romania, and Bulgaria through the provision of bi-lingual workers to better support ethnic minority families to access services within their local communities. In addition, translation support may also be required for asylum-seeking families with children in their early years that move into Lincolnshire and are being supported by the Service.</p>
