Provide multidisciplinary technical design capacity and capability to the Government of Jersey (the Client) Project Team during the specification, procurement and delivery of the One Gov New Office Project.

The Technical Advisor will be the ‘editor in chief’ of the client requirements document and produce all design, performance and specification information to enable the commencement of a competitive dialogue procurement process.

The Technical Advisor will work on behalf of the Client throughout the competitive dialogue procurement process to review design and provide assurance of compliance with the specification as it is developed by the bidders as well as evaluate bidder design proposals.

Once a bid is accepted and the development partner is appointed, the development partner will become responsible for the development of the design.

The Technical Advisor will provide technical, operational and cost-benefit based decision making in support of the Strategic Outline Business Case and Full Business case submissions during the tender process.

The Technical Advisor will continue to work on behalf of the Client in a checking capacity where required during the remaining design and construction of the building. The role of clerk of works / resident engineer (or similar) will be fulfilled by the Technical Advisor during this period. The Technical Advisor will also provide commissioning oversight and acceptance testing as well as client training where required.

The Technical Advisor will assist with the design and execution of the soft landings strategy.

The Technical Advisor will provide BIM support and interface with client Facilities Manager.

The Technical Advisor will provide an insurance backed warranty for all design, specification and checking.

The development partner will have ultimate responsibility for the design upon appointment.
