The LB of Hounslow is reviewing its technology platforms with the aim of: -
• Streamlining the number of applications in use;
• Putting in place applications which are easy to develop/customise so that the council can take advantage of increased integration/automation of processes/workflows and development of interfaces;
• Delivering easy on-line access for residents and businesses;
• Facilitating mobile access which provides the main functionality within the core business systems to officers whilst working remotely to enable them to update and review information in real time;
• Increased value for money by moving to applications with lower on-going and maintenance costs;
• Improving performance reporting;
• To enable seamless access for services such as the LLPG, and GIS and document management systems in real-time;
• Improved security which complies with the national PSN code of security and CIO requirement;
The services included in the scope of this programme are provided in Appendix 1 to this report. There are currently over 20 teams across the council plus partners and stakeholders using land and property based systems. This programme seeks to bring them all together so that information can be entered once and deployed many times (reduced duplication of effort and single version of the truth) to enable resources to be better shared.
Processes will be automated where possible and the programme will significantly support the ambition to become paper light in the areas of land and property which traditionally have relied on paper based mapping and other records.
The Council is moving to a new, smaller, smarter new Civic Centre in early 2018 and the vision for all land and property based systems is they will be designed to mobile first, platform agnostic and responsive. It is envisaged the programme will be delivered in a number of phases: -

3 Corporate property and asset management
4 Building control
5 Spatial planning
6 Commercial regulations
7 Enforcement
8 Traffic and transport
9 Environmental services and contract management
10 Housing

Ideally the council hopes that one supplier is able to fulfil the entire brief but if that is not possible it is willing to consider consortia approaches to delivering the full programme.

In the first instance the council is inviting suitably qualified suppliers to come to the council and present the full functionality of their applications and future roadmaps to the leads from all the above service areas.

The aim of these supplier events is to provide a greater awareness of currently exists in the market place and to enable the council to see if their ambitions to deliver a fully mobile, integrated and flexible platform can be realised. The council is also keen to hear how in the short term our existing systems can be improved/adapted without too much additional expense so that we can improved our current systems whilst moving onto the new platform.

Please note that only those suppliers who can clearly demonstrate they deliver the primary applications and interfaces will be invited to attend – these are planning, housing, LLPG, GIS and full mobile working.
