<p>Greater Manchester Combined Authority intends to commission an investor backed provider, a consortia of providers or a Special Purpose Vehicle (SPV) with the experience of delivering an outcomes based contract establish a delivery model focussed on preventing youth homelessness in Greater Manchester . Our expectation is that these provider(s) or SPV will have: &bull; a track record of successfully delivering a homelessness prevention services &bull; have ability to access at least &pound;1.5m of dedicated outcomes funding for homelessness prevention outcomes. &bull; have experience of delivering Social Impact Bonds (preferable) Background As part of the agreement with central government GMCA received an allocation from the national Life Chances on the understanding that GM would invest in outcomes-based contracts/Social Impact Bonds. Engagement with senior leaders from Local Authorities and partners, providers and individuals with lived experience identified preventing youth homelessness is apriority issue to tackle through this approach Prior to the Covid-19 crisis, work had commenced on the development of a proposition for a four year GM Homelessness Prevention Social Impact Bond (SIB) project as part of longer-term strategy to tackle homelessness in GM with particular focus on under 35s most at risk of becoming homeless. However, due to the pandemic and its economic impact on young people it was agreed to launch the project earlier in the form of a smaller scale 12 month Young Person&rsquo;s Homelessness Prevention Pathfinder supporting 250 young people at risk of becoming homeless in areas of high demand - Manchester, Salford and Bolton. Not only has this pathfinder helped a number of young people at risk of becoming homeless it has provided important learning that will inform the design of the longer-term contract. We are now in a position where we want to identify a suitable entity to deliver the 3 year contract. The focus of this contract will include: &bull; To provide appropriate support for minimum 1500 under 35s in all ten Greater Manchester Councils (Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Trafford, Tameside and Wigan), &bull; To build on the learning and outcomes already achieved through the Youth Pathfinder. &bull; To build local capacity through different providers across GM &bull; To provide continuous and evidence-based learning that enables a better understanding and response to early intervention to prevent homelessness. &bull; To deliver on the ambitions outlined in the Greater Manchester Homelessness Prevention Strategy The GMCA is committed to ensuring fairness, openness and transparency, and to following EU procurement regulations. The Prior Information Notice (PIN) is however, issued solely for the purpose of conducting pre-procurement market engagement. Interested parties will not be prejudiced or advantaged by any response or lack thereof to the PIN and a response to this PIN does not guarantee any invitation to participate in any future procurement. This PIN does not constitute a call for competition to procure any services, supplies or works for the GMCA.The purpose of this PIN is to identify any credible social investment fund management organisations interested in working with commissioners and stakeholders to develop an investment case for the programmes outlined above.</p>
