Description
St Helens Council are seeking suitable qualified and experienced companies to replace an existing weak bridge deck and sub-standard parapet with a new precast concrete beam deck.

The existing structure is a single span reinforced concrete beam and slab deck assumed to be simply supported formed from two 610mm wide x 260mm deep beams at 3050mm centres, both are monolithic with the deck slab. The deck has a constant 200mm depth and the deck surfacing is 30mm thick. The stringcourses are 200mm wide x 300mm deep in section.

The proposed works include removing the existing bridge deck; excavation to create mass concrete foundation both abutments; constructing reinforced concrete bank seats for the new deck; constructing and installing the new precast concrete deck and parapets.

Optional accelerated construction method
The Employer wants to minimise the amount of time the bridge is unavailable for use by public vehicles and an Activity Schedule is provided for an accelerated construction option (C).

The Employer recognises an accelerated option may be more costly than standard construction and bidders may opt to price the accelerated construction Activity Schedule (C). The Employer will take account of the reduced time the bridge is unavailable to public vehicles in the bid evaluation.

Bidders must price the common items (A) and the standard construction items (B).

Bidders may price the accelerated construction Activity Schedule (C) which allows them to submit a higher price without being penalised for a non-conforming bid.

The completion date is the same for both methods. It is the number of days between the starting date and the completion date that the bridge is unavailable for use by facility users in vehicles that is being minimised.

The bid is a single open tender process evaluated as 70% price:30 quality.

Complete and submit the The Qualification Questionnaire and the Invitation to Tender documents as your submission. The Tender Evidence Document is only sent to the prospective contractor but please read it to ensure you can complete if asked.

The Tender Evidence Document
The Council is exercising its right to obtain further evidence and will invite the most economically advantageous bidder as a prospective supplier to submit a TED. A copy is included with the bid documents but does not need to be completed until you are asked.
Prospective suppliers may still be excluded if their TED response is late, incomplete or otherwise unacceptable and St Helens reserves the right to invite other bidders should a prospective supplier’s TED be excluded.
