Enfield Chase Landscaping Project

The London Borough of Enfield (‘the Council') is undertaking a pre-procurement market engagement/discovery exercise to gather market intelligence and views regarding setting up a works contract for the procurement and management of suitable materials to create topographical changes facilitating environmental improvements and for construction of a natural burial ground. Appropriate methodology for the management, importation, and engineering of suitable materials to be agreed.

The proposed contract will cover two sites:
Enfield Chase Hydrology and Habitat enhancement, the Ridgeway, Enfield
Sloemans Burial Ground, Whitewebbs Lane, Enfield

Materials must not be waste at the point of use. The anticipated contract duration will be 7 years. This is a mixed contract falling under both the Public Contracts Regulations 2015 and the Concessions Contract Regulations 2016 with the main subject matter of the contract being a public works contract under the Public Contracts Regulations 2015.

A Prior Information Notice has been issued on Find a Tender. The purpose of the PIN Notice is to carry out market testing on the proposed contract and to alert the market to this opportunity. The intention of this initial engagement phase is to help inform the Council’s options and further decision making.

Interested providers are invited to complete a Soft Market Test (SMT) Questionnaire and upload it to www.londontenders.org by no later than 13:00 hours on 9 October 2023.

For the avoidance of doubt, the PIN is intended as an awareness/information gathering exercise only and is not a call for competition, is not a pre-qualification process and is not the start of a formal procurement exercise.

Participation or non-participation in this pre-procurement market engagement exercise shall not prevent any potential provider participating in, nor shall it place any potential provider at an advantage in any future procurement opportunity.

Any future procurement opportunity could be published this year (2023). However, this timeframe is indicative only and the Council reserves the right to reschedule
any forthcoming publication at any time or not to proceed with a procurement.

All costs, expenses and liabilities incurred by any interested providers in connection with the preparation and/or submission of a response and / or in discussion with the Council shall be borne by that provider.
