Scope:
Ashford Leisure Trust (ALT) in partnership with Ashford Borough Council (ABC) are seeking a suitably qualified consultant to assist in the procurement of outsourcing the leisure management of the following leisure facilities within the Borough of Ashford;

• The Stour Centre
• Julie Rose Stadium and Conningbrook Lakes
• Courtside/Pitchside
• Spearpoint

The brief attached provides further information and our requirements of the consultant’s role.

Evaluation:
Proposals (tenders_ are invited from suitably qualified consultants. The commission will be awarded on the basis of price (30%) and quality (70%) (Suitability Assessment Questionnaire (SAQ) attached) which will be sub-divided as follows;

• Experience of outsourcing leisure contracts (25%)
• Demonstrable experience of using the Sport England Standard Documentation for Leisure Procurement to procure a leisure operator (25%)
• Methodology (including appropriate timescale) of delivering a procurement plan for the Partnership Board (17%)
• Methodology (including appropriate timescale) of delivering a procurement process up to contract signature for the Partnership Board (25%)
• Experience of the Consultant’s Project Manager and associated team (8%)


Potential suppliers will need to achieve a minimum score of 70% for the Project Specific Questions to be considered further. Other questions within the SAQ will be marked on a PASS/FAIL basis and a supplier maybe excluded for the process if a fail is scored. The companies who attain the higher scores will be invited for interview.

Proposal/Tender Return:
In order to be considered please ensure your completed proposal/tender along with any supporting documentation is returned to Ashford Borough Council, Customer Services Manager, Customer Contact Centre, Civic Centre, Tannery Lane, Ashford, Kent. TN23 1PL in a plain envelope which does not bear a mark identifying your company, using the label attached. Proposals must be returned no later than 14:30hrs on 7th July 2017.

Award:
The commission will be awarded to the company who submits the Most Economically Advantageous Tender (MEAT).

If your tender is favourable, further evidence of your company’s professional indemnity insurance, financial standing, staffing, licenses and accreditation information may be requested and assessed prior to contract award. A credit check will be undertaken for the successful supplier.

Form of Agreement:
This will be drafted once the schedule of works has been agreed.

- Appointment of Consultant: mid August 2017
- Meeting with Consultant: w/c 21st August 2017
- Commencement date: early September 2017

1) Please note the start and end dates within this notice are indicative only and will be agreed with the successful company.
2) Please register your interest through the Kent Business Portal - we will use these registration details to inform you of any amendments, or items of clarification during the procurement process. However, no further clarification, etc. will be issued later than 17:00hrs 30th June 2017.
3) Please be aware that you need to download the documents attached to this advert and make your submission by the due date. Your registration of interest will NOT be used to issue you with the procurement documentation.
4) When submitting your Proposal please keep additional marketing material to a minimum.
5) The "Last date for Expressing Interest" detailed at the beginning of this notice, is the last date for submitting your Proposal.
