Training Course for Highway Inspectors

National Highway Sector Scheme 12D for installing and
removing temporary traffic management on rural and urban
roads.
Target audience:
12D M7 is targeted at all levels of Management, Client Officers,
Technicians and any person not actually installing Temporary
Traffic Management (TTM), but requiring a knowledge of basic
practice of TTM on urban and rural roads.
It is a mandatory requirement for Technical Officers under the
NHSS12D requirements.
Refresher Course – Due to changes in the Code of Practice it is
necessary to successfully complete the revised (full) T7
training course to demonstrate up to date knowledge of new
requirements. On site assessments are not required for
refresher training.

Product objectives:
At the end of the course delegates should:
Have a working knowledge of National Highway Sector Schemes
Have an awareness of Traffic Management Health & Safety Issues
Interpret the requirements of ‘The Safety at Street Works
and Road Works, A Code of Practice (The Red Book)’ and
further guidance from ‘The Traffic Signs Manual, Chapter 8’
Consider all options available to determine the level and
extent of the Temporary Traffic Management required
Demonstrate knowledge of the site Risk Assessment process
Have the ability to assess and determine temporary
traffic layout required for a given work location, activity or operation
Understand the standard of equipment that is acceptable to use
Realise the implications of changing conditions on site
Have the confidence to liaise with site staff for appropriate remedial actions
Have the ability to confirm suitability of TTM plans prior to work starting on site
Be aware of the requirements of non-motorised road users
Be aware of the requirements of convoy working.

The Training Course must be held on our council premises. The council staff attending the course work in a front line service. For convenience the course must be held at the workplace, so the highway inspectors can react to emergencies in Luton.
