Main contractor for public realm enhancement works in Bath

Saw Close is a key development site
within Bath City Centre and Enterprise Area that will strengthen the entertainment
quarter. A private development of a casino, hotel and restaurant/bars is underway
and together with the public realm works will support the City’s social, cultural and
economic vitality. It will deliver significant growth in the entertainment and leisure
sector, supporting Bath’s visitor economy and the quality of life offer that is important
for key sector businesses in the City.
The private development of the above leisure facilities will contract to deliver an area
of public realm within the curtilage of the private development site. To create a
completed public realm scheme, the Council will deliver the remaining shared space
comprising existing public highway and footways to enable the site to fully link to the
City Centre and provide a comprehensive and integrated scheme.
The design of the public realm follows the rationale set by the Bath Pattern Book
(BPB) and adopts shared space design principles to remove obstacles for walking
and cycling and to reduce the dominance of motor vehicles. Blue pennant stone will
be the dominant material in accordance with the BPB, with high quality street
furniture appropriate to the world heritage site. These enhancements will link up with
the recently completed cycle and pedestrian improvements in the Seven Dials area.
The works are to be procured on a traditional, single stage tender basis, with a fully
detailed employer’s design and bills of quantities. It is not anticipated that the
contractor will be required to take any design responsibility for the permanent
proposals. The contract will be NEC3 Option B.

The works will include the installation of new and the diversion of existing utility
services. Close coordination of the works with the utility companies will be required.
The works are permitted development and therefore do not require planning
permission. The detailed design has been submitted to the Highway Authority for
technical approval. Stage 1 and 2 safety audits have been completed and highway
technical approval has been given in principle.
