St. Helens Children and Young Peoples Commissioning Team have been reviewing aspects of the Neurological Development Journey for Children and Young People.
From this it has been recognised that further provision is needed to contribute towards this Journey from April 2016. In particular this has highlighted the need for a pre, during and post assessment model of support for children and young people with neurodevelopmental conditions (ASD/ADHD/SPD), complementing services which already exist.

St. Helens Children and Young Peoples Commissioning Team want to commission provision that is innovative and responsive to the needs of the St Helens population,. We would anticipate that this approach will include, but not limited to, children, young people, parents and professionals by providing awareness of all options and support available to manage any issues that may have developed. The service will contribute towards the overall Neurological Development Journey for Children and Young People and their parents/carers.

The Service Provider will be expected to work within the Care Aims model and work across the 3 areas of prevention, support and intervention. Components of this may include:
• Improving the outcomes and life chances for children and families including their mental wellbeing
• Developing the social functioning of children and young people
• Delivering a range of group based work and interventions to support the management of neurodevelopmental conditions, particularly in the home environment
• Evidence that families awareness and coping strategies of Neurological Development has improved
• Providing opportunities for service user involvement in the design, development and review of the service
• Assisting professionals, increasing knowledge skills and confidence of the Local Offer

Attached is a ‘Service Consideration’ which provides additional information to help outline the scope of the service required.

St Helens Children and Young Peoples Commissioning Team would invite prospective providers to take into account the ‘Service Consideration’ when applying/expressing an interest in providing this service.

It is anticipated that the value of this successful bidder will be in the region of £60-£70k per annum. The service will be funded for one year initially and will be subject to review to ensure that the service is meeting identified needs.

Submission is by means of a service proposal see Appendix B which is outcomes focused outlining what will be delivered, to whom and how.

There will be an open provider day for any interested provider to come along and seek clarification and participate in discussions before submitting proposals. The provider day will be Friday 22nd January from 1pm in Room 5 at the Town Hall in St Helens.

Submission deadline will be 1st February and short-listed bidders will be invited to give a presentation of their proposal on 26th February2016.
