In support of the strategic and operational changes required by all partners to support the Integration agenda, the 2014 Protocol’s guiding principle is defined as follows:

“The aim of the Protocol is to ensure delivery of services which are responsive to need and which make the best use of limited resources. Services will be:

• Effective - delivered at the correct level of intervention and in the right environment;
• Appropriate - able to meet people’s health needs to ensure recovery and maintenance of good health and wellbeing;
• Timely - available when people need them to promote independence, choice and control;
• Safe - provided with regard to clinical responsibilities and professional competence.”

The overall principal is clearly stated as:

“If you are there and you are competent to do it, you do it.”
With this Soft Market Test we are looking to inform the Market of our findings to date in relation to a strategic review of the Leicester, Leicestershire and Rutland Health and Social Care Protocol (LLR HSCP). In particular, this test will seek to identify supply options, innovation, costs, risks and market interest in relation to the HSCP training that is currently provided across the LLR footprint.
Suppliers are asked to fill in the Soft Market Questionnaire attached to this PIN notice which is available upon submitting an Expression of Interest. Please return the completed questionnaire to Victoria Hodges, Commercial Specialist, (Victoria.Hodges@leics.gov.uk ) by no later than Monday 21st January 2019 at 13.00.
