The overall Aims and Objectives of the Demolition Works:

The Council wishes to engage an organisation to provide some Demolition work in support of its residential court action.

Background

Luton Council has been instructed by the Courts to take local action re the Removal of Illegally built property at 71 Gardenia Avenue and wishes to appoint a suitability qualified and experienced contractor to demolish said building, remove debris and recycle waste materials where possible to minimise the Councils costs.

The Property

The Property is a brick built single storey stand alone , un attached , building of a flat roof construction with normal services / utilities installed – gas, electricity, water etc. (which will be disconnected or removed prior to work commencing , access via the road side is good, although the property is located in the garden of a busy side street with a primary school near by , therefore traffic and pedestrian walk way management will be required


2. Suppliers are invited to submit quotations for the services as specified. .

A regionally local demolition company, a member of the NFDC , is required to provide a
complete demolition service, which will include:

1 Provide and utilise suitable equipment, labour , in the careful break down, removal and disposal
of brick work , timber roofing , building products and glazing and any other products within the
building deemed, destined for removal

2. The contactor will demolish to ground level only, leaving any foundations undisturbed.
Any utilities will be terminated and capped by other Council engaged service providers

3. All debris will be removed from site via skip or grab lorry and recycled. Any value in product
removed, salvaged will return to the council (and will remain Council property unless sold or
economically disposed of)

4. The contractor will be responsible for any associated recycling and waste disposal certification
and costs

5. The contractor will provide all traffic management , pedestrian walk way management
at their cost

6. The contractor will be responsible for the planning the work in conjunction with the Council
and reserving road access via the pre installation of traffic cones and signage

7. The contractor will be responsible for all , any , on- site Health and Safety considerations of
the work as identified in the contractors risk assessment , method statement and safe system of
work documents issued to the Council for approval prior to work commencing


8. The contractor will be responsible for ensuring the appropriate Health and Safety equipment / work training
and health & safety risk assessment , H & S work wear is provided to its operative when undertaken
the work and the appropriate details provided to the Council before work commences

9. The contractor will be given adequate access to the building frontage from the road side ,
will leave the site clean and tidy, loose rubble free and safe, and remains responsible for returning
any boundary fence work as found before work commenced

10. The Contract will take reasonable care , precautions and steps so as to not disrupt adjoining
Garden or property.

All documents allowing a bid will only be released to suppliers accepted for expression of interest EOI , upon EOI closing date
