The works required are for a supplier to undertake the demolition of the existing changing room complex at the site and the construction of a new single storey pavilion and changing rooms.

The project will provide a new changing pavilion, café and community space at Fernheath Playing Fields. The site is located on the corner of Verney Road and Fernheath Road, Bournemouth BH11 8DA.

The current changing rooms (and future new building) are Bournemouth Borough Council (BBC) building assets. The current building is beyond the end of its useful life and needs to be demolished. The current complex consists of a prefabricated, precast reinforced concrete portal frame structure built in the early 1950’s. The roof consists of profiled steel sheeting, with the previous corrugated asbestos sheet roof having previously been removed.

Fernheath Community Sports Association (FCSA) lease the buildings from BBC and are the lead applicant on a grant application to the Football Foundation to construct the new building. As the new building will remain a Council asset, leased to FCSA, the Football Foundation require the Council to lead on the procurement and contractual relationship with the preferred tenderer.

The Council will submit the details of the preferred tender to the Football Foundation grants panel to assess for a funding decision. The grant application which will include the details of the preferred tender and will enable the Football Foundation to make a decision as to whether to award funding for the new building. Tenderers should be aware that the completion of the works are subject to the Council achieving the required grant level from the Football Foundation and receiving authority to enter into a contract.

The Football Foundation grant panel will assess this application in October 2018 and will notify the Council of their decision within a month of the October 2018 panel. If successful, the grant would be awarded to Bournemouth Borough Council, who would then award the contract to the preferred tenderer subject to funding available and authority being confirmed.

Suppliers are therefore submitting tenders with the knowledge that funding for this project is not yet secured and works would be unlikely to commence until early 2019.
