What is in and out of scope?
a. Review of the operation and delivery of the Accredited Landlord Service with regard to the wider context of the Private Rented Sector and the councils’ aims to support and develop the quality and effectiveness of the private rented sector in the borough.

b. To develop a proposal to expand the engagement and membership of the Accredited Landlord Service with a view to improve and make visible the quality of the property and tenancy management and stock provided by private landlords.

To implement an Accreditation Service whose main components are:
a. A visible property and landlord rating generated
b. Learning and training offers for landlords

This will be underwritten by:
- Self-registration and certification by private landlords via a an off the shelf software based system
- Officer time focused on promoting membership, checking credentials, selective inspection of properties, providing technical and management advice and coordination of training resources
- Facilitating area based meeting for landlords to congregate and discuss local issues and share experiences
- A resource that responds to the councils housing strategy with regard to supporting the private rented sector to improve the quality of supply and choice available
- A resource that enables the work of the Housing and Energy team, Landlord Regulation, Housing Advice and housing supply for social use

A service that is efficient and effective in its use of resources and adaptable to meet the changing needs and in response to the legislative framework of the sector.
