Description
Housing works in partnership with Children Service (CS) to discharge RBG’s new duties under the Children Social Care Act 2017 and statutory duties under the Housing Act 1988 including the Homeless Reduction Act that comes into force in 2018. The current Housing Support Pathways are coming to the end of their contract in 2019 and RBG will need to re- commission and re-specify service to meet the new duties and responsibilities under those key legislations. In addition, savings have been levied against the supporting people budgets as outlined in Medium Term Financial Strategy. The proposed new integrated housing support pathway for young people at risk (16-24), care leavers, teenage parents and Children Looked After (CLA) will provide both community based and accommodation based services. The service will replace the existing provision and should include:
• 2 assessment centres-one could be out of borough with emergency crash pad
• A female only supported accommodation pathway
• A progression (main) supported accommodation pathway
• A Supported Lodgings pathway
• Floating support for YP, CL, CLA and TP
• Accommodation based support pathway for TP The proposed new integrated housing support pathway will take referrals through a housing panel that will consist of representatives from CS, Housing, and stakeholders and should also involve service users. The panel will make decisions around placements within the pathway with the possible exemption of some floating support clients that might have a lighter touch process for managing referrals. The new service will deliver these outcomes

• Employment, training and education
• Emotional well-being and improved mental health
• Healthy support networks/relationships
• Reduced social isolation
• Reduction in risky life styles and offending
• Improved physical health The strategic service objectives will be
• Recognising and managing the link between early trauma and physical and mental wellbeing, social stressor, substance misuse and/or re-offending
• Managing and reducing the prospect of Service Users relapsing and becoming street homeless.
• Supporting Service Users at different stages of their transition to adulthood and progression toward move on to permanent and settled accommodation.
