Luton Consultancy - Business Engagement Sustainable Travel Events STARS project. Luton Council is looking to engage a consultant:
Specifically within Luton, this particular Business engagement project will include:

a. Intensive engagement with local businesses and report

b. Promote and encourage active travel between further education facilities and all three Thames link stations

c. In addition to the aforementioned engagement with businesses and further education/ training establishments in the vicinity of the three Thameslink stations in Luton, the Council is also seeking a process of 1-1 engagement in developing personal travel plans along with additional family focused Active Travel activity programmes based around Walking/Cycling at the weekends. The Council currently operate, in conjunction with Arriva, a fully branded and fitted out travel desk in the café/travel centre opposite Luton Station and adjacent to the bus interchange. This will form a base for the project in the Luton area, although IT equipment and mobile phones will need to be provided, and offer a place for and 1-1 engagement where local employees, residents, and students in further education or skills training can discuss their local travel needs with an Advisor and be supplied with personalised information and guidance relevant to their travel needs and journey patterns

d. Liaison with existing workplace contacts/champions/leaders and those in new businesses in order to identify any additional resources and support they need to encourage active travel, including any training, in order to promote personal travel planning for their workplaces;
e. Liaison with various teams in each Council and other key workplace partners to develop and deliver the “offer” for workplaces , which we expect will include identification of local walking routes to encourage midday miles, personal travel plans, and recruitment/training of walk/run/cycle leaders and volunteers; and
f. Attend tripartite meetings with LBC , Bedfordshire Council , Central Beds

g. Work holistically with the Councils public health service and other existing community initiatives (such as Active Luton and Team Beds & Luton) to identify the support needed to develop a more active, healthy and independent approach to travel

h. Attending Business Networking events and delivering on-site events with individual businesses, some of which may be out-of- hours.
i. Mode shift Stars will be used to assist businesses in writing their travel plans which will form part of the legacy of the project, complemented by a pool of trained champions and leaders within individual organisations who continually promote active travel and public transport as a positive alternative to using the car to commute.

j. Secondary Service - The supplier will also be able to offer additional services on an ad hoc basis to complement and enhance the programme (to be agreed at appointment) such as:
i. Cycle checks/ referrals
ii. Bike maintenance training/ referrals
iii. Guided cycle rides
iv. Led walks
v. 1-1 support for employees and job/ training seekers
