Expression of Interest - R20-19

Sefton Council are inviting Expressions of interest for a Registered (OFSTED) Children’s Provider to support a vulnerable 9-year-old boy whose recent placement has broken down.
He is a risk to himself and unable to regulate his emotions and his behaviour in order to keep himself and others who care for him safe for a sustained period of time. There are no placements that have offered to care for him due to the need for: -
• solo care,
• 2-1 staffing ratio presently in placement, that will initially be required for any transitioning period and beyond if necessary.
• sexualised behaviours displayed.

This young male presents as a traumatised little boy who has traits of intense jealously and attachment difficulties. He can be a considerable risk to himself and others but is also extremely vulnerable and in need of companionship and support like any other child.
CAMHS have offered some intense psychotherapy but the young person will need to be settled within a placement for this to begin.
A school placement has been identified within the Billinge area, to start September 2019.

Placement needs:-
• To work in partnership with the Council and CAMHS to manage risk
• To provide an environment where he can feel safe and comfortable.
• Initially 2:1 staffing
• A compatibility risk assessment to assess suitability with similar / Younger Children.
• Placement to be as close to borough as possible but other boroughs will be considered.
• Placement staff needs to be trained in restraint and safe holding but staff will need to try all methods of de-escalation first.
• Placement will need consistent and resilient staffing.
