Description
The London Borough of Tower Hamlets (the “Council”) is issuing this Preliminary Market Engagement (PME) Notice to inform the market of its intention to procure 8 no. Major Works contracts that will support the delivery of the Council’s 10-year Capital Investment Programme.

The purpose of this Prior Market Engagement is to provide advance notice of the Council’s proposed procurement and to inform interested parties of a forthcoming launch event for the anticipated procurement process.
The launch event will provide the following information:

• An overview of the London Borough of Tower Hamlets’ vision for its Capital Investment Programme
• Information about the Council’s housing stock and property types
• An outline of the indicative scope of the proposed contracts
• A description of the Programme and its contractual landscape
• An indicative timetable for the procurement process

This notice does not constitute a call for competition.

Attendance at the launch briefing, is entirely voluntary and will not provide any advantage or disadvantage in any future procurement process. Participation will not form part of any selection, shortlisting, or evaluation process for any subsequent tender. All presentation materials and notes from the event will be published alongside the tender opportunity to ensure transparency and equal access to information for all potential bidders.

Description of the Proposed Programme
The Council is proposing a mixed contractual landscape comprising up to eight (8) Major Works contracts, structured broadly as follows:
Decent Homes Major Works Contracts (2)

Geographically split (North and South)
Planned capital works to deliver and maintain compliance with the Decent Homes Standard

Building Safety & Fire Safety Major Works Contracts (2)

Geographically split (North and South)
Including works to Higher Risk Buildings
Engagement with the Building Safety Regulator and Gateway processes

SME-Focused Works Contracts (4)

Geographically split (North and South)
Defined workstreams intended to support direct SME participation

Indicative Scope of Works
The scope across the Programme is expected to include, but is not limited to:

Kitchen and bathroom replacements
Window, door and roofing renewals
Internal and external building fabric works
Fire safety remediation and compartmentation works
External wall and structural safety works
Works to Higher Risk Buildings including pre-construction and Gateway-related activities
Decorations, major repairs, street properties and adaptations

Participation
Attendance at the launch briefing, is entirely voluntary and will not form part of any
selection, shortlisting or evaluation process in any subsequent procurement. All notes
taken and materials used at the event will be published with the tender opportunity.

Providers wishing to participate are required to register their interest via the Proactis messaging function only with the Company Name, email address and phone number as well as the name and position of the Company Representative(s) that will be attending the market engagement day.

The deadline for registration will be 12:00pm on 15th June 2026.
