The Council is looking to engage with potential Contractors to gather feedback and expressions of interest as to the Councils proposals relating to the Shop Front Replacement Project that is to be delivered as part of the wider Principal Towns Programme within the borough.

The Principal Town Shop Front Replacement Scheme is complimentary to the ongoing works that are taking place to regenerate Barnsley town centre.

The primary aim of the Principal Town scheme is to ensure that the effects of economic regeneration are felt across the wider borough of Barnsley through the implementation of a dedicated investment programme to support community led projects.

The scheme, using previously recognised planning definitions for Principal Towns will serve to focus on the outlying areas of Cudworth, Hoyland, Wombwell, Goldthorpe, Penistone and Royston together with local centres in an effort to kick start economic regeneration.

It is envisaged that with the grant funding the Council is making available to local businesses that an aspirational 150 shops will benefit from the proposed scheme.

As a standalone project the Shop Front Replacement Scheme is of socio-economic importance and aligns itself with the Councils priorities to deliver thriving, vibrant and resilient communities by reinvigorating local businesses and enterprises through increasing their visual appeal on the high street via a programme of shop front replacements.

In turn by enhancing this visual appeal the project should serve to increase footfall on the high street and improve the prosperity of existing businesses, employment opportunities and the wider local economy whilst simultaneously promoting and enhancing the appeal of the borough as a place to live, work and do business.

On a social level the projects objectives will ultimately serve to instil pride, belonging and a sense of community to people of all ages living in the borough as the objectives are realised.

In delivering the works, the project will seek to appoint a single Contractor under the JCT Measured Term Contract 2016 for the design and construction of the works. It is anticipated that the proposed Contract Period will run for a 13 month period commencing the 2nd January 2019 and completing by the 31st March 2020.

PROCUREMENT ROUTE/FORM OF CONTRACT: The procurement route is still to be formalised, and will in part be informed by responses to the market testing document. It is anticipated that tender documentation will be issued to the market on the 1st of October 2018 with tender submissions to be returned by noon on the 26th October 2018.
