Description
Rotherham Metropolitan Borough Council (RMBC) are inviting bids from contractors who might be able to meet RMBC’s current needs for a framework of pre-qualified contractors for construction works, principally involving minor building works, roofing, demolition and mechanical and electrical works.
It is the intention of RMBC to appoint a maximum number of 10 contractors to each lot as Tier 1 Contractors. This will be based on the top ten ranked suppliers once the evaluation process has been completed. It is our intention to include a 2nd tier of suppliers to this framework for Lots 5 and 6 only, up to a maximum number of 5 suppliers, although there is no guarantee that you will be given the opportunity to tender for works. The 2nd Tier of suppliers will be implemented on an ad-hoc basis where there are insufficient Tier 1 contractors available to bid.
Tenderers may submit bids for one or several lots, although the Authority reserves the right to limit the number of lots that may be awarded to one tenderer to a maximum of 4.
It is intended that all Tier 1 suppliers, subject to their performance and financial status, will be given a fair opportunity to tender for works which are within their capability and capacity.
The framework will be operated by the following means:
• Mini competition whereby all contractors within each lot will be given the opportunity to bid. The assessment method will typically be price only
• Two stage mini competition
The Council will also request, in respect of each call-off requirement, any requirements for collateral warranties, bonds or parent company guarantees.
The forms of contract to be used will generally be from the NEC3 suite and the JCT 2011 suite of contracts. Rotherham Borough Council reserves the right to use amendments to and later versions of these suites of contracts.
The typical client base for Rotherham Metropolitan Borough Council is the Education sector, Housing sector and Civic/Public realm works (offices etc). Examples of these work streams should be reflected in the references required as part of this procurement. Examples of projects carried out across all of these work streams are required to attract optimal available points.
