Milton Keynes Children’s Services (Independent Visitors, Independent Return Interviews, Children’s Advocacy, Regulation 44 Visitor).
Milton Keynes Council is embarking on a tender process for the provision of Children’s Services. To help us plan for this, we would like to invite you to feedback your comments on the Draft Specification.
Milton Keynes Council is proposing to combine Independent Visitors, Independent Return Interviews, Children’s Advocacy and Regulation 44 Visitor services in to one block contract to run for 3 years with the possibility of extending it for 1 + 1 years. Children’s Advocacy will support children who are going through care proceedings or who are already in care and have issues they’d like resolved. Children’s Advocacy will help them to express their wishes and feelings and ensure these are heard by professionals involved in their care. Independent Visitors will befriend looked after children and make monthly visits to engage in an activity of the child’s choice. Independent Return Interviews will be conducted for looked after children outside of Milton Keynes with the aim of understanding the reasons for them running away, reducing any identified risks or harms, reducing the probability of them going missing again but equally equipping them to stay safe should they run away again. The Regulation 44 Visitor will visit 3 homes in Milton Keynes and compile a report setting out their opinion as to whether children are effectively safeguarded and whether the children’s wellbeing is promoted. All 4 services will report to a Service Manager based in Milton Keynes.
We are looking to the market to:
1. Gain market feedback on the model of delivery - Do these 4 services fit well as one block contract?
2. Please let us know your views on providing Independent Return Interviews for out of area LAC only
3. Help us understand the level and type of market interest in the contract;
4. Share learning and suggest potential innovative commissioning and delivery solutions.
