Description
Barts Heath NHS Trust is commencing a market engagement exercise. The Trust is inviting the contractor market to provide their thoughts to help inform the procurement approach for a Main Works Contractor, to support the Whipps Cross Redevelopment Programme.

Contractors who wish to take part in the market engagement are invited to complete an online questionnaire by 12:00hrs (BST) on 17/09/2020.

The Whipps Cross Redevelopment Programme aims to deliver the construction of a new purpose built hospital on the redeveloped Whipps Cross University Hospital site in east London (E11).

The government announced in September 2019 that Whipps Cross Hospital is one of six hospitals to benefit from £2.7billion of funding over the next five years, subject to business case approvals, as part of a new ‘health infrastructure programme.’ The new Whips Cross Hospital aims to be the first Net Zero Carbon Hospital in the UK.

The Trust is undertaking the market engagement exercise to assess the interest and capability of the market to manage and deliver the scope of the programme. It is also an opportunity to both discuss the programme with potential future contractors and help inform the Trust’s approach to procurement.

The purpose of this market engagement is to:
• Gauge market appetite
• Assist in defining the contract shape, size and test assumptions
• Identify and mitigate any particular risks that may impact on the
success of the procurement and delivery of the works
• Test and evolve the current procurement and evaluation strategy
• Engage with and mobilise the market ahead of procurement

The Trust will then invite some or all respondents to further discuss the potential scope during 1-1 interview sessions. The feedback received will help shape the overall procurement strategy and inform the call for competition, by competitive tender or framework call-off in accordance with the Public Contracts Regulations (PCR) 2015.

• Contracting approach
• Collaborative approach
• Procurement and evaluation approach
• Risks and responsibilities

This market engagement exercise is being conducted by the Trust for information gathering purposes only. It is only inviting views on how a commercial opportunity of this kind might be packaged and delivered. It is not a call for competition and will not be regarded as any commitment or representation on behalf of the Trust to take, or not to take, any particular action in respect of the subject matter of this exercise. The results of the market engagement exercise will be summarised by the Trust in an anonymised report, to be made available to all interested economic operators.
