Title
Framework for Adaptations Works for Residents of Southend 2022
Categories
45300000-0 - Building installation work
Description

Lot 1 Primary Adaptation Suppliers The Council are seeking suitably qualified organisations that have the required experience as first-tier suppliers receiving personalised Adaptations referrals to appoint to a framework for the supply and installation of home adaptations (mainly accessible bathrooms) for older and disabled residents in Southend on Sea (Lot 1). The framework agreement will provide for suppliers to deliver the supply and installation of bathroom, kitchen and other adaptation works, including associated building works, to owner occupied, privately-rented and RSL properties. The Council intend to allocate 80% of the Adaptations works orders to the Lot 1 suppliers, subject to the Supplier’s satisfactory performance of the Contract. Lot 2 Secondary Adaptation Suppliers The Council are also seeking agile and responsive organisations who can demonstrate the experience of bathroom and kitchen installations but who may lack the required professional ability to provide the Adaptations Works with regard to their skills, efficiency, experience and reliability for individual customers referred by the Council and acting as a main contractor providing customer care to disabled, vulnerable and older people. The Council will aim to allocate approximately 20% of the Adaptations jobs to the Lot 2 Suppliers appointed to this Lot and who demonstrate the competence and transferable skills to complete Adaptations for vulnerable residents but who do not have the requisite direct experience of delivering these. Under the Framework, the experienced suppliers appointed to Lot 1 will be required as part of their Social Value commitments to provide advice and mentoring to the suppliers in Lot 2. Lot 2 Suppliers will have to demonstrate their commitment and cooperation to work with and learn from the Lot 1 Suppliers. The Council intends to appoint up to 6 suppliers to each Lot of the Framework but reserves the right to appoint the number of suppliers as it sees fit and/or to appoint none at all. Candidates will be allowed to apply for one lot only. The Authority gives no undertaking, guarantee, promise or representation in respect of the total number or value of works orders that may be placed under the Agreement. However, Southend on Sea City Council estimate an annual spend of up to £1,400,000 under the Agreement which includes Council properties and Disabled Facility Grant-funded properties and where VAT is generally not applied to Adaptations works (distributed across all suppliers and subject to suppliers achieving performance targets and turnaround times).
