SS17 013 Provision of Paper and Card Recycling from West Kent HWRCs

Kent County Council (the Council) is the largest local authority in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £1bn on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. The Council consists of four directorates • Social Care, Health and Wellbeing • Education and Young People’s Services • Growth, Environment and Transport • Strategic and Corporate Services This requirement is for Waste Management within the Growth, Environment and Transport Directorate. Tenders are invited from suitably qualified and experienced Providers who are interested in tendering for the following service: Paper and Card Recycling from West Kent HWRCs. 6 HWRC sites (Dartford, Maidstone, Pepperhill, Sevenoaks, Swanley and Tunbridge Wells) accept Paper and Card from the public. This material will then be transported (using existing haulage arrangements) to the Provider’s facility for processing, with due regard for the Waste Hierachy. The paper and card is delivered in either articulated lorries or 40 yard Roll on roll off (RoRo) bins. Once delivered, the Provider can obtain income from the Paper and Card and any costs incurred will be covered by the income made. This tender is, therefore, for Income only. You are invited to bid an income amount you will pay to the Authority for every tonne of Paper and Card delivered.

The contract is anticipated to commence upon 1st November 2017 and will continue for a period of 2 years (24 months) duration with an option to extend in two phases; the first for 1 year (12 months) and the second for a further period of 1 year (12 months), resulting in a total potential contract term of 4 years (48 months) unless terminated in accordance with the Conditions of Contract on the Kent Business Portal.
