<p>The Council of the London Borough of Waltham Forest (“the Authority”) are seeking Tenders from suitably experienced and qualified organisations for the Special Educational Needs or Disability (SEND) support to school’s services.</p>
<p> </p>
<p>The Contract shall commence on 1<sup>st</sup> September 2021 to 31<sup>st</sup> August 2024 with an option to extend for up to a further 24 months to 31<sup>st</sup> August 2026.</p>
<p> </p>
<p>The Contract is divided into two separate Lots as follows and providers may bid for as many Lots as they wish: • Lot 1: Hearing impairment, visual impairment and mobility outreach and support in schools • Lot 2: SEND outreach and support in schools</p>

<p>The Service aims to:</p>
<ul>
<li>Enable learners with Special Educational Needs or disability (SEND) to attend or remain in mainstream education and make good progress in reaching their goals.</li>
<li>The SEND Code of Practice suggests that where a learner does not make sufficient progress through the usual approaches to teaching and learning, staff should draw upon specific additional interventions, such as a specialist outreach service.</li>
<li>We want all children and young people to thrive and reach their full potential. It is vital that learners are enabled to fully participate in the life and curriculum of a mainstream educational setting. To achieve this, settings need to be fully inclusive.</li>
<li>The overarching vision of the SEND Vision 2020-2023, approved at Cabinet in October 2020, is <em>“Children and young people with special educational needs or disabilities (SEND) will achieve well in early years, at school, at college and lead happy and fulfilled lives.”</em></li>
<li>This service aims to contribute to meeting this vision by ensuring children and young people with SEND have access to an inclusive, quality education that can enable them to thrive and achieve their goals. The service contributes to delivering one of the eight outcomes outlined in the vision; <em>To provide high quality, local, inclusive nursery and education provision which supports independence and achieving the best possible outcomes.</em></li>
