Description
Lot 1. The mental health Community Rehabilitation Service provides 11 mental health recovery beds in self-contained units located in the borough of Tower Hamlets.
Lot 2. The mental health Crisis House Service provides 10 beds with shared facilities in premises located in the borough of Tower Hamlets and delivers interventions 24/7 across 365 days to support service users in crisis as an alternative to admission to hospital where this is clinically appropriate.
The contracts will commissioned via an NHS Standard Contract for a period of three years with the possibility of a further two year extension period. The total contract value included in this PIN notice is for the total duration of the contract (3+2). The CCG invites interested organisations to express an interest and submit a duly completed Market Engagement Questionnaire by 1200 hours on 26 July 2019. You must register an account on our e-tendering portal (https://procontract.due-north.com). Once registered and logged in, you must express an interest in the project to access the Market Engagement Questionnaire. Further instructions on how to access the project can be found at the following link: https://supplierhelp.due-north.com/Opportunities1.html. Once in the project screen the Market Engagement Questionnaire can be accessed, completed and submitted via the messaging facility on the portal.

Please note that these services comes under “Schedule 3 - Social and Other Specific Services” under the Public Contracts Regulations 2015 (the "Regulations”), and Tower Hamlets CCG is bound only by those parts of the Regulations applying to Schedule 3 Services
Tower Hamlets CCG has published a Prior Information Notice (PIN) as per regulations 75 (1) (b) (iv). Please note that the contract/s will be awarded without further publication of a Contract Notice.
The purpose of this Market Engagement Questionnaire is to request information from bidders to initially assess their suitability and capability to deliver the requirements for these Services, based on experience in delivering similar services in a similar demography and ability to secure suitable premises in the borough in line with the indicative contract/s to commence at the earliest date of 1st April 2020 or by 1st July 2020 at the latest.

The expression of interest will be treated as ‘incomplete’ if a duly completed Market Engagement Questionnaire was not submitted as part of the expression of interest. An organisation submitting an incomplete expression of interest will be excluded from the process. Any potential bidder must complete and return this market engagement questionnaire if they wish to take part in this process.
In the event that, for each Lot, there is only one expression of interest or only one organisation is able to demonstrate their suitability and capability to deliver the service through the Market Engagement Questionnaire, the CCG reserves the right to direct award a contract to that particular organisation.
If there is more than one suitable and capable expression of interest for any Lot, it is proposed that the tender will be published in September with a response time of 45 working days, aiming for contract award to be confirmed by December 2019.
