Expression of Interest - Non-Housing Multi Trade Framework

This project is for the development and delivery of a civic estate procurement strategy to support LBS’ direct workforce, replacing the current external contracts which fall under the ‘non-housing sub-contractor frameworks’. These arrangements currently provide coverage through specific elemental trade contracts and Leeds Building Services are now looking to bring these elements together for the civic estate portfolio of works.

To ensure delivery of works required to other Council departments, LBS sub-contract out certain elements of work. Works are sub-contracted where LBS does not have the direct labour resources to carry out the works internally, and generally these works are to cover fluctuations in resource levels. LBS also utilises their sub-contractors to deliver at times of peak volumes of work, for example school holiday periods. This will be for supporting peak demand responsive repairs where internal resources are limited or do not exist, as well as for larger civic estate planned schemes (e.g. summer school works, roofing and multi trade schemes).

The LBS civic estate portfolio of works includes maintenance, responsive repairs and planned works to 2,100 council assets across 800 sites including but not limited to:
• schools (extensions and major refurbishments);
• civic estate including large scale refurbishment of office city centre sites;
• community hubs;
• adult learning facilities;
• sports and leisure centres and;
• children’s homes across the Authority.

The proposed works and services included in the scope of this contract include, but are not limited to:
• multi-trade works;
• joinery;
• all types of electrical works;
• glazing;
• roofing;
• scaffolding and emergency structural support works;
• tarmac and groundworks;
• painting and decorating;
• fencing;
• high level access works;
• metalworks;
• drainage; and
• motorised roller shutters, doors and barriers.
