Scope:

Ashford Borough Council is seeking support from recruitment consultants to assist with the search and selection processes for three new head of service roles plus a new director role. The new posts are:

• Head of Planning & Development: salary £60k- £67k
• Head of Legal & Democratic Services: salary £60k - £67k
• Head of Policy, Economic Development & Communications: salary £60k - £67k
• Director Finance & Economy: Salary £80k- £88k


Consultants will be required to provide a proposal with recommendations on the process including:

• advice on recruitment advertising
• proposed timetable and process
• how they will support with headhunting and candidate attraction,
• how they will support the Appointment’s Committee with shortlisting and selection
• assessment tools
• candidate checks and referencing


Process:

There will be an ‘open day’ on Wednesday 19 April 2017 at the Civic Centre in Ashford from 15:00 – 16:00 for potential bidders to find out more about the council and the roles. Please email recruitment@ashford.gov.uk by 12:00hrs on 18 April 2017 if you intend to attend this event.

The deadline for the receipt of proposals will be 28th April 2017. A shortlisting process will be conducted using the attached criteria and the top three will be invited to present their proposal to the council on Friday 12 May 2017. We would expect the personnel delivering the presentation to be the same personnel that will undertake this project.

Terms of business should be included with your proposal and must include special conditions on FOI, Equality and Diversity, Data Processors, The Bribery Act and Indemnity. (attached). The successful company is expected to hold Professional Indemnity Insurance of £2m

Term:

The term of this contract is circa four months. It is assumed the appointment of a consultant and the kick-off meeting will be 17 May 2017, and selection decisions can be made by the end of August 2017.

Proposal Return:

If you wish to submit a proposal you should do so by 14:30hrs on 28th April 2017 in a plain sealed enveloped affixed with the label supplied and return to Customer Services Manager, Customer Contact Centre, Tannery Lane, Ashford, Kent. TN23 1PL

Evaluation of Proposals:

Your proposal will be evaluated on the indicative criteria attached, which may be subject to additional criteria. Your proposal will be evaluated 60% Quality / 40% Price.
