Background Information and Current Position
South Tyneside Council has been nominated to act as the lead Member Authority to scope and deliver this project on behalf of NEPO Member Authorities. To ensure consistency and to maximise the collaborative benefit, this project will be managed through the NEPO Gateway Hub and Spoke process as part of the wide ranging Collaborative Procurement Work Programme.
The following Local Authorities have confirmed their committed to participation within this project:
• Darlington Borough Council;
• Durham County Council;
• Gateshead Council;
• Middlesbrough Council;
• Newcastle City Council;
• North Tyneside Council;
• Redcar and Cleveland Council;
• South Tyneside Council;
• Stockton Council and
• Sunderland City Council;
Safeguarding Adult Review (SAR)
A SAR is a review for all partner agencies to identify the lessons that can be learned from particularly complex or serious safeguarding adults cases, where an adult in vulnerable circumstances has died or been seriously injured and abuse or neglect has been suspected.
Domestic Homicide Review (DHR)
A DHR is a review of the circumstances in which the death of a person aged 16 or over has, or appears to have, resulted from violence, abuse or neglect by a person to whom they were related or with whom they were or had been in an intimate personal relationship, or a member of the same household as themselves, held with a view to identifying the lessons to be learnt from the death.
Serious Case Review (SCR)
A SCR is a review when a child is seriously harmed or dies as a result of abuse or neglect. The review identifies how local professionals and organisations can improve the way they work together.
Proposed Solution
A Dynamic Purchasing System (DPS) has been identified as the optimal procurement solution; this is a completely electronic process for which benefits from new suppliers being able to join at any time.
Supplier Engagement Event
A Supplier Engagement Event will take place at South Shields Town Hall, Westoe Road, South Shields, NE33 2RL on 16th May 2018 commencing 09:30 for registrations opening at 10:00, the event will close by 12:30.
The purpose of this event will allow Member Authorities’ the opportunity to share further details of the proposed model whilst incorporating feedback obtained from the Soft Market Testing Exercise as published in March 2018. The event will also include an overview of the procurement process to support those Suppliers who may require additional support in terms of the procurement process and tender ready preparation.
