Description
Athersley South Primary school requires the services of suitable providers and contractors for the development of a quiet area/sensory garden and toddler playgroup area.

This opportunity is advertised in two lots, Lot 1 is for the work and materials required to create these essential spaces within the schools. Lot 2 is for the provision of the play equipment. The specification has been separated accordingly. If you are quoting for the provision of the project then complete the full pricing schedule if you only wish to quote for the work and material then only complete the sections marked LOT 1. If you only wish to bid for the supply of the equipment then complete the sections marked LOT 2.

The school has 12k in total for all the elements of this project and bids above this will not be considered.

To accord with the council’s Contract Procedure Rules we require that all organisations provide a 5000 word proposal based on the specification and evaluation criteria in the response evaluation document. Quality will be scored based on your response in the evaluation document and price will be evaluated on the prices you submit on the Pricing Schedule. Please provide individual costs for the materials required, a cost for labour and a total cost for the project within the Pricing Schedule document. Your total cost must also be written onto the official quotation form. Please read the specification and evaluation criteria carefully to ensure that you understand and have included all our requirements in your proposal and costs. The school will expect to see samples before commencing work on site.

We advise that potential bidders visit the site and this can be arranged by contacting the Business Manager, Mrs Joanne Boreham on 01226 284223 or e-mailing on j.boreham@as-primary.net. Please note the school will be closed for half term week commencing 20th February and the school is looking for organisations that can complete the projects during this period however there is some flexibility on this and potential bidders will not be excluded if they cannot meet this timescale.

All documents need to be completed and loaded onto the YORtender electronic tendering system (https://www.yortender.co.uk/procontract/supplier.nsf/frm_home?openForm) by 12 noon on the 20 January 2017.

Please also submit certificates that evidence the following levels of insurance that your company holds: Employers Liability, Public Liability and Professional Indemnity. Companies will need to be approved on the Contractors Health and Safety Scheme (CHAS) or Safety Schemes in Procurement (SSIP). This is a mandatory requirement.

We will only accept proposals that are completed within the response document. The school is not obliged to award this contract. Any bids above the budget price will not be considered.

The successful bidder will be the one who supplies the most economically advantageous quote in terms of price and quality. For evaluation purposes we will use the following weightings, 70 price and 30 quality, with quality being assessed based on the sub criteria detailed in the response evaluation document attached.

The closing date for questions is 13 January 2017 5pm. All questions must be submitted via YORtender.
