Description
Buckinghamshire County Council is pleased to confirm that it intends to issue fee quotation documents for the Design Guardian role in relation to the preparation of Employers Requirements, to be used at ITT and in the JCT Design and Build works contract. The Design Guardian duties are to prepare the Employers Requirements for issue at ITT, advise the client on the appointment of suitable contractors and to provide advice and management of the Contractors Proposals submissions in relation to the design and construction of the two new classrooms accommodation plus learning support areas and parent staff parking/ parent drop off areas from beginning of RIBA stage 3 to end of RIBA stage 7.

Works Contract:
It is envisaged that the project’s Works contract will be procured via a two stage procurement route utilising a JCT Design and Build Form of Contract directly with the works Contractor.

It is envisaged that the project’s Works contract will be procured via a two stage procurement route utilising a JCT Design and Build Form of Contract directly with the works Contractor. To maintain an overview of the design stages beyond RIBA Stage 3 of the project Buckingham County Council (BCC) are seeking to engage a multi-disciplined design team to assist them in ensuring that their Employers Requirements and Contractors Proposals are robust with full statutory approvals and meet the client requirements.

The key objectives to be under taken in this commission include:

1. Developing a robust project design programme for delivery of the project, ensuring the design role is resourced for two new classrooms accommodation plus learning support areas and parent staff parking/ parent drop off areas reach practical completion by 7th August 2017, readied for fit out and occupation & opening for the start of the academic year on 1st September 2017.
2. Developing the design to end of RIBA Stage 3 & Building Bulletin 103 (April 2014).
3. Developing the Employers Requirements up to end of RIBA Stage 3 for incorporation into the Works Contractor Invitation to Tender process and ensure the Contractors Proposals meets the Employers Requirements.
4. Having regard for the project budget and feeding into RIBA Stage Cost plans at all stages which will consider forecasts for capital requirements. While a separate cost consultant will be commissioned by BCC to monitor cost information and manage the project budget, the design team must ensure their proposal meet the client’s budget requirements at each RIBA Stage.
